Associate-to-Full Professor Support

There are two components to our enhancement of associate professor support. First, there is the Associate-to-Full Professor Support Group. This will, in some ways, parallel the tenure-track faculty luncheons. It will be hosted by the Associate Dean at least once per semester and will be a place for Associate Professors pursuing promotion in CEHSP to discuss issues and concerns. Possible uses could involve facilitation of writing support groups, discussions of grant strategies, formation of collaborative research proposals, leave/sabbatical strategies, and effective research communication to enhance profile of faculty research, and college expectations and processes regarding promotion.

Second, a course release program will be available to Associate Professors in CEHSP who articulate a compelling plan to use the time to support a grant proposal, work on a scholarly manuscript to be submitted to a review process for public dissemination, or other activity that would substantially enhance the faculty member’s case for promotion to Full Professor. An example of a compelling case would be one articulating how the activities conducted under the release would fit in with those covered by a sabbatical, single semester leave, Grant-in-Aid, Collaborative Enhancement Program, or other internal or external funding proposal.  Faculty may not receive this release at the same time as a release from the Collaborative Enhancement Program. Only one Associate Professor in CEHSP will receive this 3-contact hour release per year.

Applications are due in Spring Semester.

Centers; Guidelines for Creating New Centers within CEHSP

A center is a named structure within the college with an articulated mission, vision, and goals and a specified administrative organization. Centers must have potential to meaningfully advance the CEHSP strategic plan and serve an academic function. Faculty initiating a center must have a demonstrated track record of securing external funds of relevance to the mission, vision, and goals of the Center. There must be a realistic plan for pursuing further external funds to support the work of the Center. The Center must serve a function that extends beyond the teaching, scholarship, or service responsibilities of the faculty involved such that it is “more than the sum of its parts”. The Center must clearly benefit CEHSP students. The Center must have articulated oversight and assessment plans. As recommended by system policy about collegiate centers, new CEHSP centers shall follow policies for University-wide Centers regarding operation, evaluation and review adapted so that the Center reports annually to the Dean.  Centers may be approved by the Dean after consultation with the Administrative Leadership Council and the Senate Executive Committee. As per system policy regarding collegiate centers, the Dean must consult with the Provost’s office about the Center’s name to avoid duplication.

Chancellor’s Faculty Small Grant Program

This program supports projects by faculty with a 35% FTE appointment or greater. There are two types of Chancellor’s Faculty Small Grant in CEHSP. One provides up to $750 support for teaching service or research projects. The other provides between $1,000 – 3,000 to support a research project. Projects that advance the College Strategic Plan are given preference. If awarded, faculty must pay careful attention to, and abide by, the terms and conditions contained in the award letter (including but not limited to start and end dates of funding, need for IRB approval, limits on spending, etc.).

Collaborative Enhancement Program

This program would provide support for a group of faculty or staff working on obtaining external grant funding. The grant funds pursued must support the research, teaching/advising, or service obligations of the individuals involved. For the purpose of this program an external grant is defined as one funded by a source or program outside the University of Minnesota System.  It is expected that the collaborative group will support the CEHSP strategic plan through their proposed project. One project could be supported per year.

Support could initially start as 3 credit course release for each of 2-3 faculty to support their joint writing of a grant. The relevant Department Heads would have to approve in advance the timing of the releases to ensure their departments are not adversely affected. The Department Heads would also work with the college to determine how we will pay for coverage of the courses impacted. It may be possible, if funds permit in the future, to expand possible types of support to include 1 month summer salary for teams of 2-3 working towards a grant. The investment of limited resources associated with supporting the grant proposal means that we will need to be selective and provide preference to proposals that most advance our strategic plan and that appear to have a strong chance of success.

Faculty would be encouraged to use the Chancellor’s Small Grant, CEHSP Development Grants, or other internal sources as seed funds for collaborative research pilot projects to support their grant application. As funds allow, a Chancellor’s Small grant will be made available to approved teams if they need it to support their grant application (e.g., seed money for pilot data, travel needed to support the application, etc.) If awarded, faculty must pay careful attention to, and abide by, the terms and conditions contained in the award letter (including but not limited to start and end dates of funding, need for IRB approval, limits on spending, etc.).

Financial, Budget, and Grant Considerations

Several considerations for any funded projects (whether intramural or extramural):

  • PIs should make sure that they provide the budget section of approved grants to the departmental staff handling the budget. Approved, itemized budgets for Chancellor’s Small Grant and UROP are provided by the college to departmental staff.
  • Spending must be limited to approved items in the funded budget. Changes or substitutions require pre-approval.
  • The University is a tax exempt organization. Arrange for sales tax to be waived or refunded. The University has a certificate of exemption that can be used to document this and P-Cards have the tax exempt status indicated on them.
  • Grant money cannot be spent before the start date or after the end date of the funding period without special arrangements.  
  • PIs must allow two weeks before the end date for charges/expenses to clear.
  • For some projects spending may need to be on hold until IRB approval is obtained (check award letter).

National Conference on Undergraduate Research (NCUR)

Open Access Fee Emergency Policy and Process

As the CEHSP budget allows, the college will maintain an emergency fund to support, on a first-come/first-serve basis, open access (OA) publishing fees. To be eligible all of the following conditions must apply:

  1. There is documentation of pursuing other avenues of support first (i.e., grant funding, departmental funds*, etc.)
  2. Either
  3. The request for funding does not exceed $2,000 including any departmental contributions.
  4. Including this funding, the corresponding author (or their faculty advisor if they are a student) has not received an amount for OA fees this year or in the previous two fiscal years totaling $2,000 across the three years.

  *There is a college expectation that the department will contribute a portion of the support for each request. The expected contribution would be 25% of the total fee up to $500 of departmental support.

Process: To apply for the emergency funding, send the above information to your Department Head by email. Department Heads will forward that email to the Associate Dean along with their approval and confirmation of departmental contribution. Support is contingent on both Departmental and Collegiate availability of funds.

This emergency fund reflects discussions around Employee Engagement Survey results and Strategic Plan Goals regarding supporting scholarly activities.

Travel Support for Faculty

Funds are available to support faculty presenting peer-reviewed scholarship at conferences or attending a conference in a leadership capacity (e.g., officer position, committee role). Tenure-track faculty may be awarded up to $1,000 per fiscal year. Tenured and Term faculty (50% appointment or greater) may be awarded up to $750. Be sure to indicate on funding request form additional funding sources (e.g., start-up, grants, etc.).

For fiscal year 2022 only (i.e., academic year 2021-22), faculty attending a professional conference but not presenting or attending in a leadership capacity will be eligible for a partial travel award up to half the usual amount (i.e., $500 for tenure-track faculty; $375 for tenured and term faculty).
