Approval and Licensing

The UMD Department of Education and CEHSP Accreditation, Licensing & Field Experience office at the University of Minnesota Duluth completes on-going program and unit level review with the Minnesota Professional Educators and Licensing and Standards Board (PELSB) to ensure program approval for all teacher preparation programs.  The Minnesota PELSB works directly with the Educator Licensing at the Minnesota Department of Education to grant licensure to teacher education program completers.

The Department of Education is required to complete a  Program Effectiveness Report for Continuing Approval (PERCA) process every three years with the Minnesota Professional Educators and Licensing and Standards Board (PELSB). This includes a review of course curriculum, alignment to PELSB standards, and program data. The Department of Education is also required to complete a Unit On-Site Visit every six years with the MN PELSB.

PERCA Review Process Schedule

The UMD Department of Education is required to submit all required components of the PERCA review process by the October prior to the June expiration.  This allows for two Program Review Panel opportunities and ensures the program ready to be renewed for the next three years. The University of Minnesota Duluth Department of Education completed PERCA in 2018, 2020, and 2022.  The next PERCA cycle review will occur spring 2024 for a October 2025 submission.
