Upward Bound Program History

TRIO Upward Bound is the first of three programs developed as part of the Higher Education Act of 1964 to provide higher educational opportunities to low income students. Together with TRIO Educational Talent Search and TRIO Student Support Services, TRIO Upward Bound is part of the core of what are now known as TRIO Programs, located at high schools and colleges throughout the country and administered by the U.S. Department of Education. Today, there are over eight federal TRIO programs. In addition to Upward Bound, Educational Talent Search, and Student Support Services; there is Veteran's Upward Bound, Upward Bound Math and Science, Ronald E. McNair Scholars, Educational Opportunity Centers, and the TRIO Training Grants for TRIO Professionals. The goal of all TRIO Upward Bound programs is "to increase the rate at which participants complete secondary education and enroll in and graduate from institutions of postsecondary education." TRIO Upward Bound serves high school students from low­ income families and from families in which neither parent holds a bachelor's degree.

Upward Bound Vision Quest Program History

The Upward Bound Vision Quest program was originally a demonstration project working with American Indian students in Minneapolis, but has since evolved into a program that works with an increasingly diverse group of students with a variety of academic needs. Initially based on the Twin Cities campus, Upward Bound Vision Quest moved to the Duluth campus over 20 years ago and is currently situated within the Department of Social Work’s Center for Regional and Tribal Child Welfare Studies. For over 40 years, the Upward Bound Vision Quest program has provided students with the services they need to successfully move from high school into college.
