  • ASL Sub Committee Report & Recommendation:  J. Small (ASL Professor @ St. Catherine's University) & B. Thomas (Blaine High School Teacher).  Recommendations to the Board:  1:  122A.XX to adopt a license to teach american sign language and deaf culture education (subdivision 1 and 2)  2: qualficiation (subdivision 2)  3:  Licensure via portfolio (subdivision 3).  Under PELSB review for action during later meeting.
  • FY20 PELSB Goals
    • Goal 1:  Increase a high-quality educator workforce throughout the state by expanding the innovative licensed education preparation and elevating the profession with a focus on increasing the racial, ethnic, and demographic diversity of the workforce.
    • Goal 2:  Incorporate racially, ethnically, demographically diverse input from educators' and stakeholders' voices, in the work of PELSB by creating a long-term strategic plan.
  • TNTP Unit PELSB approval.  Teach MN will help paraprofessionals and substitute teachers earn full teacher certification.

6/14/2019 PELSB Board Meeting

  • Rulemaking update:  M. Vaught reported updates for proposed changes on unit and program rule (R4576).  Draft #3 after 17 stakeholder meetings.  R4576 will be discussed further in July at the retreat and reviewed again in August with resuming Board review in September.
  • MN.IT Update:  Patty Hunter, MN.IT Project Manager, outline highlighting updates and timeline for the PELSB online system re-write, STARS re-write, and clock hours re-write. Tier 4 conversion is planned for June 28th to meet the July 1, 2019 statutory requirement.  Preparation providers expected to begin testing/using July 2019.
  • Alternative Preparation:  Learning Disabilities Association, Inc of MN:  SEP, Core Skills: SPED and ABS (Post Bacc) fully approved.

5/10/2019 PELSB Board Meeting

  • Rulemaking update:  M. Vaught presented with L. Payne, K. Groh de Avina and M. Borman on proposed permanent rules related to teacher preparation programs and unit approval.  Specifically, walking through language changes.  June meeting will have more formal update with hope to adopt changes in July with 30 day comment period.
  • MN.IT Update:  July 1 is the next target date for system work.  120 new licenses have been issued through the back end of the online system and existing licenses processed through the back end of the system.
  • Interviews for the Directory of Education Policy have produced 3 finalist with reference checks in progress.  We hope to present an offer in the next week or 2.

  • Online license application system:  MN.IT Update: Matthew Porett, Chief Business Officer and Carmen Martin, IT Business Analyst with MN.IT provided the background and highlights of the pending online system. Testing continues, fixes and substantial improvements have been applied and the work is ongoing. In June 2018 the online was put on hold to work on the backend system. We now have a more robust backend system (still under construction). They are addressing needs with NASDTEC for the national database for teachers with disciplinary issues. Spring 2019 is the target for moving forward to the online system and addressing those needs including Tier 1, 2, 3, and 4 with CTE licenses, related service workers with district interaction to assist with job offers to districts. The teacher prep program (including alternative providers) piece will also be worked on and most is already built. It will interact with 28 teacher prep schools who currently now mail in applications. More testing and staff input will occur. PELSB staff is encouraged to train and use the backend system on a regular basis as quickly as possible, and provide an update at the March meeting. PELSB and MN.IT will determine a timeline for staff use of the backend system, along with NASDTEC and testing scores.
  • Board Goals:  Alex Liuzzi reported updates for each board goal as follows:
    Goal #1- to ensure resources are available for teachers. PELSB is organizing cultural competency training for 8-10 lead facilitators to provide a free training for teachers around the state and board members. Lead facilitators will also train additional trainers and mentors for growing this effort long term. Dates (in May and June) and locations are forthcoming. A survey will be developed for teachers to determine why they stay or leave, and what their needs are.
    Goal #2 – to support the expansion of teacher prep programs and diversifying the teacher workforce: PELSB is supporting this goal by submitting legislation for teachers of color, crafting a performance assessment, and meeting with transfer pathways individuals to change unit rule for it to be open for all pathways. A draft is coming out next week on bias, racism, and cultural competency. Goal #3 & 4 -- to engage all educators and establish a reputation with stakeholders. PELSB staff are making various presentations around the state and plan to attend job fairs. We want to be in a supportive place all along the path rather than serve teachers with exclusive renewal or discipline issues. Staff have offered 13 different presentations over the past 5 months and 9 more are coming, 10 rulemaking conversations with 5 more planned with stakeholder groups. Alex has met with over 15 legislators, testified 4 times, and we are following 15-20 bills.
  • Teacher Supply and Demand Report: Alex Liuzzi reported the recent press release of PELSB’s Teacher Supply and Demand Report, an effort by Casey Carmody, communications specialist and a one-time collaboration contract with Wilder Research. It will be used by stakeholders for the next 2 years for legislative conversation. He added the data can be complex as little or no data was available on licensed teachers with permissions, special assignments, short call subs and some lifetime licensees. Questions remain on how many teachers hold a license but are not in the classroom, including administrators, or are retired. Regardless, the data clearly shows there is a significant shortage. Alex encouraged board members to continue to engage stakeholder conversations with this report. PELSB will continue to look into the next steps in gathering tangible data with the online system and from teachers to expand the report in future years.
  • Short-Call Sub Requirements: Debby Odell, Licensing and Operations Manager, asked the board to consider a resolution to allow PELSB to offer a 3 year short call sub license with a bachelor’s degree who may not be regionally accredited. She gave examples of current sub license options. Alex Liuzzi added that rulemaking is addressing this, but it could also be an action item at the next meeting. Currently there are a handful of these applications on hold in the office and they could request a discretionary variance. PELSB will notify the applicants that the board is addressing this concern.
  • Out-of-Field Permission Posting Requirement:
    Due to an unintended consequence in rule that in practice doesn’t work as planned, if a district wants to hire someone as an internal teacher for an out-of-field permission position, districts don’t need to check licensed applicants. The application is processed and then realized that if you are hiring internally, and don’t need to check boxes for other applicants, the posting for 15 days didn’t make sense. We are starting to talk with stakeholders who support the need for a board resolution to waive the 15 day posting requirement.


  • Tier 1 Applications:
    The Licensing Committee is now reviewing all Tier 1 Applications, Out-of-Field Permissions, Innovative Program Permissions/Not State Approved and Discretionary Variances. The committee did not forward any requests to the full board for review.
  • MN Education Equity Partnership Presentation:
    Dr. Rose Chu, Senior Policy Fellow with the Minnesota Education Equity Partnership (MNEEP) presented their recent work, “Keeping the Light of Racial Justice in Education” highlighting goals relative to cultural responsibility policies and approach, eliminating discipline gaps by race while supporting students of color, utilizing heritage and home language to support academic excellent for English language learners and support from Minnesota institutions of higher education. She is working with PELSB and other organizations to help elevate the teaching profession via and the TeachMN2020 (InsightVision platform) Initiative.
  • MN Association of Charter Schools Presentation:
    Eugene Piccolo and Tom DeGree from the Minnesota Association of Charter Schools presented the history and scope of the organization, highlighting charter schools are tuition-free, independent public schools that are open and welcome to all students, no matter ability or need, and are governed and operated jointly by licensed teachers, parents and community members. Minnesota was the birthplace of charter schools and as of September 201, there are 163 charter schools operating statewide with over 56,200 K-12 students enrolled.
  • Rulemaking Subcommittee
    Michelle Hersh Vaught, PELSB Rulemaking Specialist, asked the board for consideration to create a rulemaking subcommittee who would need to start meeting soon for Unit and Program rulemaking. The subcommittee would review stakeholder feedback and rule drafts, and then provide recommendations to the board. This subcommittee would be reviewed in a year to determine if it should continue.
  • Online application system:  Alex Liuzzi reported that IT continues to work on the on and is addressing errors. We are hoping for a new update at the February board meeting.
  • PELSB is moving locations:  PELSB is working on the lease for the move and hoping for construction to start soon after. We are looking at a tentative April 1 move date, although it may be changed again.
  • Hiring Updates: Marissa Sanders has been hired as the Director of Education Policy and plans to start February 11th.
  • Alternative pathways to Teacher Preaparation-MN:  
    • 5 organizations are undertaking unit/program approval: 
      • Lakes Country Service Cooperative:  Unit approval in October 2018/in process with license program approval
      • TNTP:  In process with Unit Approval/license program approval
      • Learning Disabilities Association of Minnesota:  In process with unit approval/license program approval
      • Southwest/West Centeral Service Cooperative:  In process with unit approval
      • Teach for America:  contacted PELSB but no formal unit or program approval submitted yet.


  • Paul Spies, representing the Coalition to Increase Teachers of Color and American Indian Teachers in Minnesota, presented their legislative agenda for the next legislative session, including a bill that promotes system change by strengthening existing programs and proposing new efforts to attract, prepare and retain an increased percentage of teachers of color and American Indian teachers in Minnesota. On behalf of the board, J. Miklausich moved to endorse this effort. A. Sabrie seconded the motion. The motion unanimously passed.
  • Nicholas Hartlep, faculty member at Metropolitan State University presented the MACTE Minute, highlighting work accomplished and work yet to do.
  • edTPA Passing Score for Pedagogy Licensure Via Portfolio - Action
    Alex Liuzzi discussed recommended MN edTPA cut score. H. Hahn moved to accept the proposed edTPA cut scores, aligning the edTPA score for “passing” the pedagogy portfolio set by task, aligned to Minnesota’s threshold score for teacher preparation providers. B. Rappe seconded the motion. The motion passed.

  • Reading Renewal Requirement - Action
    Alex Liuzzi presented the board staff recommendation for reading requirement for licensure renewal (see PELSB website).
  • Online Licensing System Update:  Alex Liuzzi reported the online system is moving forward on schedule. The backend is still open; staff is entering paper applications into the system, no critical errors have surfaced, and the front end testing in scheduled for January. A release date is not yet scheduled.
  • Rule Update:  Alex Liuzzi reported that many conversations are happening with program, unit and academic standards. There was a rulemaking listening session held on December 7 and a draft rule is coming soon.



  • Careers & Technology Advisory Group approved
  • Kimberly Dumitricia and Erin Florin, from Decoding Dyslexia Minnesota, addressed the board with concerns for more education is needed for teachers, that teachers don’t have sufficient preparation for dyslexia training, and asked for an advisory group to work on these requirements. Alex Liuzzi discussed a need for a subcommittee to address all issues related to the reading requirement for renewal. B. Rappe made a motion for approval to create a subcommittee for Reading Renewal Requirement. A. Sabrie seconded the motion. The motion unanimously passed.


  • RULE 4534 Proposed Permanent relating to issuance, renewal, and validity of teaching licenses; tiered licensure; licensure via portfolio; and technical changes to teaching licenses.
  • On September 7, Governor Mark Dayton announced the appointment of Lucy Payne to the Professional Educator Licensing and Standards Board as a teacher member from a teacher preparation program.  Dr. Payne's appointment became effective September 12.  Dr. Lucy Payne is the Associate Dean of the College of Education, Leadership and Counseling and Associate Professor at the University of St. Thomas.



  • FY19 PELSB Goals
  • Request for Interim Permission Established for a district that has an emergency need to fill a position with an unlicensed teacher. An Interim Permission is to be requested ONLY when a district has an emergency need to fill a position with an unlicensed teacher while attempting to hire a licensed teacher or an individual completes the licensing process.


  • PELSB new hire (PELSB Communications Specialist-Casey Carmody).  Other positions hiring:  rulemaking position, teacher education specialist (JoAnn VanAernum's replacement), and 3 Temp positions.
  • Paraprofessional Credential (Wayne Kuklinski (MDE ESEA Title Program Monitor):  There is currently no professional standards for paras in the state of Minnesota.  PELSB has the credential to develop standards and will be discussed in the future with stakeholders and at future Board meetings. Rule-making may be moved up to begin looking at this.  The handout will be posted on the PELSB website.
  • A new pathway to licensure definitions subcommittee will begin reviewing information to determine the definition. 
  • MN.IT continues to develop online licensing system, including corrections and minor changes reported from stakeholders.  PELSB staff has asked for time to make the changes, MN.IT will need a work from when Board says launch, paper applications are being processed using the old licensing sytem and it is working well.  PELSB is issuing licenses and will revisit the online system at the August 10th meeting.
  • PELSB removed interim report requirement for Continuing Approval with Focus Area through June 30, 2020:
      • Early Childhood Special Education Post Bac



Tiered Licensing Implemented.  All licenses issued starting July 1, 2018 will start in the Tiered Licensing System.  Licenses issued June 30, 2018 and prior will be issued under the 5 year full professional license or 1 year standard license and they will be issued until June 30, 2019 and then convert the appropriate Tiered License starting July 1, 2019.


  • Approved Reading Policy
  • MN.IT Launch date for districts moved to July 16.  Application through system not available yet.



IT System will not be ready by July 1, 2018 Tiered License implementation date.  Applications and payment will need to be done via the paper application. This process will significantly delay processing so candidates need to be sure to submit paper materials as soon is they are able to have ample processing time before the start of the school year.

Standards and Rules Committee established.  As rules are reviewed on the rule schedule members can attend the public standards and rules committee for feedback to PELSB.

Rule Language Adjustments:

  •  Line 2.19"  ......minimum of 12 weeks full-time, or the equivalent, when an individual enrolled in a teacher preparation....  By adding the full-time, or the equivalent it aligns more clearly with the definition of student teaching equivalency to Minnesota preparation required in statute.

Approved Reading Policy:  Timelines and requirements of Literacy Curriculum added to higher education.

  • Rulemaking linked to programs that was supposed to occur during FY18 has been delayed to FY19 due to Tiered Licensure rulemaking (Adult Ed, DAPE, Porfolio). 

Rulemaking Update:

  • May 8, 2018 letter to the legislature regarding extension.
  • On April 20, 2018, the board adopted a rule draft with extensive stakeholder feedback and revision, creating rule that aligns with statute to ensure quality, effective teachers in our schools. The rules and Notice of Hearing will be published with the State Register on May 7, 2018, with the hearing on these rules on June 8, 2018.  At this point, all remaining stages in the rulemaking process are governed by the review of other entities and/or bound by established timeframes in statute. Based even on the shortest possible calculation of the remaining pieces, there will be no rules for tiered licensure on July 1, 2018.
  • PELSB Grants Continuing Approval with Focus Area through June 30, 2020 (Interim Report due December 31, 2018).  PELSB clarified

PELSB has determined a rule making schedule to align with the MN Department of Education P-12 standard review cycle.  The goal is to ensure that the higher education teacher preparation standards are reviewed on an ongoing basis to ensure the teacher preparation programs are preparing teachers to the current P-12 standard expectations.

STAR Summary Data:  Districts and charter schools are required to complete the Staff Automated Report (STAR) twice a year: one for October 1 and one for March 1. The Fall report is closed late November/early December and the Spring report is closed at the end of April. The report provides data on who is employed and who is providing services in both Licensed and Non-Licensed positions for the district or charter school. STAR generates two reports: the STAR Report which is the data the districts entered and the Licensure Assignment Discrepancy Report.

Kindergarten Endorsement Resolution:  On May 11, 2018 the MN Professional Educator Licensing and Standards Board (PELSB) approved the resolution MN Rule 8710.0550, Subpart 3 until June 30, 2020.  As a result of the resolution, PELSB will have the authority to issue a kindergarten license (as an endorsement to a 1-6 elementary license) to applicants who are recommended by an approved Minnesota college or university.

A. Luizzi in December, the SONAR was completed, approved by the Govenor's office and MMB on financial impact, and by the Administrative Law Judge.  All approvasl were granted and it was published January 8.  The public hearing will be March 2.  Public Comment Periiod open on the Office of Administrative Hearing's website.

Special Education Taskforce:

  • Alex Liuzzi provided background information regarding the bill passed in June 2017 that impacted Special Education. PELSB must conduct a review of all teacher special education licenses and determine options for cross categorical areas for teachers of special education and must have a draft report by December 14, 2018. H. Hahn and B. Rappe will serve on as co-chairs of a subcommittee to gather recommendations and issues, and set a date to start looking at an initial report


  • January 1, the standard teaching license needed to be extended one year. There was some challenges in licensure codes that required the system to be down longer than expected. It went live on January 11 with new renewal dates.

  • Penelope Dupris:  Interim assistant principal at St. Louis Park High School
  • Higher Education Seat-Amy Hewett-Olatunde:  English Language Learner teacher at LEAP High School, a school in the St. Paul Public Schools.  Current supervisor for prospective ELL teachers in the graduate ESL program at Hamline University, where she acquired both a master’s degree and a doctorate, she fulfills the teacher-prep requirement for one of the new board’s teacher seats. She’s also been working for the University of St. Thomas Graduate School of Education’s ESL Licensure Program since 2007. (Vice Chair PELSB)

New Statewide Job Board

The Board of Teaching has partnered with EdPost to provide a statewide online listing of education positions in Minnesota. Districts can use this site to post positions and reach applicants across the state. Candidates can use this site to find positions across the state. With the passage of legislation in 2017 creating a new Tiered Licensure system, rulemaking is underway that will utilize the statewide job board to evidence attempts to hire a Tier 2, 3, or 4 licensed teacher.

Code of Conduct
Minnesota has a code of conduct in place currently but like most states, not a formal code of ethics.  With growing numbers of teachers struggling to define professional boundaries, social media usage and their capacity to recognize the  “gray areas”  when working with PreK-12 students, it is also becoming increasingly important for programs to spend more time discussing the ethical responsibilities of the profession.

  • Meeting Minutes and Reports
  • August 11, 2017 Meeting:
    • Special Education Core Skills Exam Revision A. Liuzzi stated this agenda item is a continuance from last month where it was recommended to change from passing a resolution, to support out-of -state teachers with disability-specific exams requiring Board action adopting those exams as alternative options for out-of-state candidates in the low-incidence special education areas. J. Bellingham moved to allow out-of-state trained candidates to use the following Praxis exams in lieu of the MTLE Special Education Core Skills Exam:
      • For Deaf & Hard of Hearing trained candidates, Praxis exam 5272.
      • For Blind/Visually Impaired trained candidates, Praxis exam 5282.
      • For Early Childhood Special Education candidates, Praxis exam 5691.
      The candidate must receive a passing score on the exam as adopted by the state where the training occurred. A. Krafthefer seconded the motion. The motion passed.
    • Academic Behavioral Strategist Rulemaking Update
      A. Liuzzi reported Minnesota rule 8710.5050 was amended as required in statute and approved by the board in June 2017 to remove the renewal requirement for ABS licensed teachers. Rule was adopted in July 2017 and is now published in the State Registrar.
    • Early Childhood Skills Exam A. Liuzzi reported that 2017 legislation included testing changes for Early Childhood Education candidates that will take effect July 1, 2018. Candidates for Early Childhood Education licensure will be exempt from the basic skills exam requirement. However, candidates will continue to be required to pass content and pedagogy exams specific to their licensure area. We will get the word out to all who are applying for a license and to higher institutions in the coming year.
  • July 19, 2017
    • CAEP: JoAnn VanAernum reviewed a request from the Council for the Accreditation of Educator Preparation (CAEP) regarding dues for Fy18; they would like a response by end of July. She reminded the Board that in January, when the board decided there is no benefit for the state with $8,000-$10,000 dues. CAEP does not have the same standards as Minnesota and we would need to go into a long rulemaking process to change the rules to align with CAEP. She noted that Minnesota institutions can seek their own individual memberships. The Board declined moving forward with joining CAEP and paying annual dues.
  • June 16, 2017
    • Academic & Behavioral Strategist (ABS) Rulemaking
      J. Bellingham moved to authorize the interim executive director, Alex Liuzzi, to move rulemaking for 8710.5050, subdivision 4 under Good Cause Exception. This will remove the requirement to add an additional Special Education license upon renewal of the Academic Behavioral Strategist (ABS) license. L. Clarkson seconded the motion. The motion passed.
  • April 7, 2017
    • Teacher Preparation Survey:
      Alex Liuzzi, Teacher Education Specialist, presented survey instrument options for Board members to select. To meet the requirements of Minnesota statute 122A.09, Subdivision 4, regarding teacher preparation data summary reporting of survey data from current students, alumni and supervisors, J. Bellingham moved that the Board of Teaching adopt the Common Survey instrument for administration by all Approved Minnesota teacher preparation providers. In addition, J. Bellingham moved that survey instruments be administered starting spring 2018 with optional use of the survey instruments starting immediately for piloting purposes. J. Grabowska seconded the motion. The motion passed.
    • Statewide Job Board Update
      Michelle Schmitz, Executive Director, Amy Simon, Director of Applications and Integration and Pat Thielman, EdPost Administrator from the St. Cloud State University Career Center presented an update on the EdPost Job Board. Applicants are able to search the site alphabetically for job title, chronologically, and by school or town. Instructions on the site are provided for employers to advertise positions.
      There were nearly 11.5 million hits in 2016 and 458 public schools out of 518 have now used the site. They hope to upgrade the site with enhancements to create a more secure platform, allow candidates to search by key word or geographically, as well as provide more options for employers and administrators.     • Chair Bellingham welcomed Phillip Gullion, Vice President, with Educator Solutions for Licensing & Learning, Evaluation Systems Group of Pearson, who presented on a review of Minnesota NES Essential Academic Skills Data, an Overview of the Job Analysis Survey Process, and the Test Alignment & Redevelopment Planning. Members were asked to hold questions to the end. A PowerPoint presentation provided by Mr. Gullion is available on the Board Website in the archive for the March 2017 meeting.
      A. Review of Minnesota NES Essential Academic Skills Data
      Mr. Gullion reviewed the discontinuance of the MTLE Basic Skills Test in June 2016, the adoption of the NES (National Evaluation Series) Essential Academic Skills with a newly adopted cut score as one of several board adopted options for teacher candidates to meet skills requirements. Data disaggregated by race, gender and ethnicity has not yet been analyzed due to the number of candidates who’ve taken the exam in its first 6 months of operation.
      B. Overview of Job Analysis Survey Process
      Mr. Gullion presented a report on a job analysis study to demonstrate that knowledge, skills and abilities measured by a credentialing exam are required to perform important aspects of the target job. He added that although the analysis is not yet complete, they will use results of the survey in April to provide empirical links. Issues of importance will be gleaned from the survey data and modifications will be implemented appropriately.
      C. Test Alignment & Redevelopment Planning
      Mr. Gullion presented the purpose of the MTLE Alignment Study was to review all current Minnesota exams as compared to the state and national standards and to determine any needed redevelopment. He explained the process, what should be measured, bias review consideration and determining priority levels. The identified changes will be rolled out in phases through 2020
      J. Grabowska moved to adopt the three Exam Redevelopment Recommendation phases as follows: 1) Phase I – first administration anticipated September 2018, 2) Phase II – first administration anticipated September 2019, and 3) Phase III – first administration anticipated September 2020.     • Alex Liuzzi, BOT Teacher Education Specialist, facilitated a presentation on the legislative mandate for a standard measure of teacher preparation satisfaction (Teacher Preparation Survey Requirement) with Mark Lacelle - Peterson, Senior Vice President with the American Association of Colleges for Teacher Education (AACTE) and Stacey Duffield, Sally Baas, Misty Sato, and Joel Traver of NExT Consortium.
    • Erin Doan reported that at the last Board meeting, the Board acted upon the request of the University of Minnesota, Twin Cities to discontinue their partnership programs with Teach for America. A panel of Dr. Deborah Dillon, Associate Dean of Graduate and Professional Programs from the University of Minnesota, Laura Mogelson, Director of Multiple Pathways, and Kara Coffino, Licensure Program Lead for Alternative Pathway to Teaching/Teach for America presented highlights from the program. They will no longer be accepting applications for new cohorts and are continuing the program for the two current cohorts. There has been a drop in enrollment resulting in the decision to discontinue the program: 38 students were enrolled in 2014/15 down to 21 students in 2016/17. Out of the completers from the first cohort, 80% completed with 71% remaining in teaching. (See entire presentation posted on the Board of Teaching website.)

    • National Research on Teacher Shortage
      Erin Doan shared a PowerPoint presentation by Dr. Richard Ingersoll regarding the teacher shortage available to board members through their NASDTEC accounts. The NASDTEC presentation shows many of the same trends seen in the 2017 Minnesota Supply and Demand Report. NASDTEC access for members provides access to the encore series where all presentations/materials are available, including an audio for this piece.
    • Minnesota Department of Education
      • 2017 Supply and Demand Report – Nels Onstad, Executive Director, Educator Licensing
      Mr. Onstad reported highlights of the report to include a continued decrease with the number of teacher applicants for jobs throughout the state, and that teacher retention is also a challenge with up to 15% of teachers leaving the profession after 1-3 years. There is a 46% increase in the number of teachers who leave their positions for retirement, accept a new position in administration or leave the field. He also noted the significant amount of resources needed to hire, train, contract a teacher into the school and have them assimilate to the climate of a school. There is a great need for induction programs to provide continuing improvement. He also added there is a need to create a competitive job market, similar to healthcare, to provide grants or programs such as a “grow to assist with improved retention. Recruitment and retention continue to be ongoing challenges.

    • Recommendations from the Career and Technical Education (CTE) Licensure Task Force Minnesota Department of Education Career and Technical Education staff Troy Haugen, Jessica Lipa, Paula Palmer and Michelle Kamenov presented a summary of the Legislative Report on CTE Licensing. (See links provided on the BOT website for the full summary.) Highlights of the presentation included the following recommendations:
      a. Preserving rulemaking authority of the designated state agency to define minimum qualifications & prerequisites in Administrative Rule
      b. Establishing an ongoing Career & Technical Education Work Group
      c. Consider alternative requirements to a baccalaureate degree for Career & Technical Education licenses
      d. Allow two-year accredited institutions of higher education to have the ability to offer content-related teacher preparation programs for Career & Technical Education licenses
      e. Provide adequate, sustainable funding for any resulting change or addition to state-agency scope of practice

(Updated 12/6/2015) NEW ACT English/Writing Scoring:

ACT Score Report Changes

  • if a student is using their ACT PLUS Writing, to fulfill their MTLE Basic Skills Exam requirement, prior to September 2015.  They would need a 22 Composite Score and a 21 or higher on their English/Writing Subtest.
  • If a student is using their ACT PLUS Writing, to fulfill their MTLE Basic Skills Exam requirement, September 2015 forward.  They would need a 22 Composite Score and a 21 or higher on their ELA Subtest.

Special Education Pipeline Extension (EBD/LD)  All candidates completing programs under former Special Education Rule must have fully completed all program requirements prior to January 1, 2015.  Candidates who completed discontinued SPED programs prior to January 1, 2015 may complete testing and supply passing MTLE scores to be recommended for licensure under the old rule until May 30, 2016. *After May 30, 2016 all pipeline candidates will be expected to have completed currently approved special education program requirements.

Unit and Program Rule Changes (Effective January 1, 2016):

Adopted unit and program rule changes can be located at  All units and programs must be in compliance by the effective date.   Program Effectiveness Reports for Continuing Approval (PERCA) submitted in fall 2015 for re-approval in 2016 must show compliance to the new clinical and student teaching requirements:  100 clinical hours prior to student teaching, and student teaching experience for initial licensure of a minimum of twelve continuous weeks, full time, face to face.  Candidates admitted to licensure programs prior to December 31, 2015 need not be held to meeting the new clinical and student teaching requirements.   At the time of application, candidates admitted after December 31, 2015 must evidence meeting the new clinical and student teaching requirements.

  • Since all our programs with the Exception of Special Education:  ABS were discontinued in March 2015, all candidates admitted to the blocks prior to March 2015 will be allowed to follow the old rule.  Once our programs regain approval, all candidates will be expected to follow the new rules.  Since IESE was never included on a pipeline list any current students are expected to follow the new rules.

Under MN Rule 8700.7600, Subpart 5, Standards D5 and F3 require units to have a process in place for documenting the credit given to candidates for coursework and experiences completed outside of their enrollment in the approved MN program. Documentation of the course substitutions or the granting of credit for taking a course that is equivalent to the one required in your program must be submitted at the time of licensure application. This documentation explains any discrepancy between program requirements and course work present on the transcript(s).   • MDE Educator Licensing and the MN Board of Teaching  requires that there is documentation submitted with the    license application that  includes any exceptions made to a candidates degree and any transfer work decision.  So the licensure officer performs an individual audit on each academic record and completes the course exception evaluation to be sent to Educator Licensing.
